* debian/rules:
- Replace the use of dh_movefiles with dh_install.
- Add an install rule.
- Specify binary package and shared library path to dh_shlibdeps.
- Add dpatch support, but this requires invoking by hand due to
the requirement to update the autotools at build time.
- Add a phony "bootstrap" target to rebootstrap the autotools.
- Don't ignore errors in the clean rule.
- Rename OS_CFLAGS to CFLAGS.

- Update to Standards-Version 3.7.2.
- Build-Depend upon debhelper v5, dpatch, flex and bison.
- Build-Depend-Indep upon
libxml2-utils/docbook-xml/docbook-xsl/xsltproc and w3m.
- Use ${binary:Version} in place of ${Source-Version}.
* debian/*.links: Remove; these are no longer needed.
* debian/libpam-modules.links: Create compatibility symlinks for

* Note that the patches 015_hurd_portability (Linux-PAM/configure.in,
Linux-PAM/modules/pam_rhosts/pam_rhosts_auth.c,
Linux-PAM/_pam_aconf.h.in) and 049_pam_unix_sane_locking appear to be
redundant with the current release, but parts may require re-diffing.
Patches 015_hurd_portability
(Linux-PAM/modules/pam_limits/pam_limits.c) and 038_support_hurd have
not been reapplied; these need re-diffing by a Hurd porter.
