* Thanks to Jakub Wilk for cflow Debian manpage. Now use upstream manpage.

- debian/rules: Remove entries related to build the old manpage.

- Add `Multi-Arch: foreign' to the packages cflow-doc and cflow-l10n.
- Add Rules-Requires-Root field.
