* Made ftape raw devices name match the kernel authoritative naming.
Symlinks with ftape names are added. MAKEDEV.ftape is replaced by
another one using "/dev/MAKEDEV ftape" before setting the
symlinks (closes: #59502)

* Bumped policy to 3.5.6
* Added debconf check to ask whether to create ftape devices or not.
Added debconf dependency.
* Adding final newlines to debian/{postrm,modules} and removed extra
newlines from others
* Created manpages for animtape, ftmt, ftoolsbug, listtape, swapout
and vtblc, all using help2man utility. Also created from scratch
manpages for ftape-tool and MAKEDEV.ftape. (closes: #15787)
* No longer installs listtape.pl, since it is the same as listtape.
The bourne shell version is also no longer installed, since the perl
version is much better.
