* Moved horde-debian.php.in from source base dir to debian dir and
also renamed becuase it is only useful for sql.

* Created a new horde-debian template file for ldap support.
* Moved horde-debian.php generation place from /etc/horde2 to
/var/lib/horde2 to indicate that it should not be overwritten by user.

* Added so that we are backwards compatible with earlier pear versions.
