- build-depend on libsmokeqt-dev on all arches
- drop build-dependency on chrpath
- remove ${mipsen:Conflicts} from libqt-perl's Conflicts line

- no --enable-smoke for ./configure
- no make -C smoke call
- no chrpath invocation
- no -Vmipsen:Conflicts for dh_gencontrol
