* Either lpd or lprng is restarted automatically when a printer is
added or deleted, sorry this took so long. Closes: Bug#51776
* Changed the Makefile for rhs-printfilters so it doesn't try to use
the -P parameter to fig2dev, which doesnt seem to matter for the
output (testpage.ps), but this allows the package to build from
source, something I didnt notice before for some reason.

* I didn't know where the stupid highlight bars came from, turns out I
misconfigured encript in asc-to-ps.fpi with the -H option, fixed.
Works beautifully now.
