* Debconf variable tipcutils/remote_management changed to boolean type.
This also adds some lines to debian/config and debian/init to be
backwards compatible.
* Now checking if an interface is enabled before attempting to
disable it in the ifdown script to avoid needless error output.
* Now checking if an interface is already enabled before attempting to
enable it in the ifup script to avoid needless error output.
* Now giving more debug output if something fails in the init script
* Debconf templates and debian/control reviewed by the debian-l10n-
